As long as a forward motion continues, someone is not blocked if a person is standing in front of them. Is it best practices for Zollinger to step in front of Weekes and interfere with his walking path?..no. However, Weekes at no point has the right to "barge" forward. Now that is where the crime is committed. Ok, I've given you enough of my time to your silly little town drama..
So, you're saying that if Zollinger steps in your path, you're suppose to what? Run and hide? Wait until he decides you can proceed? Since when did Zollinger have the right to dictate whether or not you can go where you please. There's no evidence here that Weekes "barged" forward. And that's what the DA concluded as well. They simply had an accident, and Zollinger caused it. Then, he goes off and cries assault, which was nothing more than a sad attempt to smear Weekes' reputation.
This video does not provide IRREFUTABLE proof that either Weekes tripped or that he barged forward. The video does not show their feet. Both assertions are possible.
On the flip side, it is irrefutable that Zollinger attempted to block Weekes' path. Zollinger has no right to do this. As such, even if Weekes did barge forward, he was fully within his rights to do so. And certainly if an accident did occur, which is very likely, Weekes would still be vindicated.
