I think he says 'Subhanallah, Bala' which means 'Glory to Allah, Yes', which is probably in response to Allah (SWT)'s question in the last ayah about whether or not he is capable of giving life to the dead after creating them from nothing.

There's a similar question in Surah Teen which Allah says; 'Is Allah not the Best of Judges', and it's fine to say 'Subhanallah, Bala'.

Allahu A'lam, though, Im not 100% sure. =]

Yes this surah is very imotional but this clip does it no justice at all im realy sorry but theres a better one on youtube and you can hear the emotion from the recietor, i think that is the way to recite the quran... from the heart... search for "Sura Qiyamah (Judgment Day) Mishary Rashed Alafasy" You will love it.

Abu dawud recorded from Musa bin Abi A'ishha that he said,"A man used to pray on top of his house and whenever he recited [Is it not so then,that He would be able to give life to the dead?(Quran 75:40)] he would say,'Glory be to You, of course.'So the people asked him about that and he said,'I heard it from the Messenger of Allah(pbuh).' Abu dawud was alone in transmitting this hadeeth and he did not mention who this companion was,but there is not harm in that.[Tafseer Ibn Kathir].
