Judging by DECKS french accent at first thats the same voice actor that played Antoine D'colette from Sonic the Hedgehog.

@markstunes Yup, DECKS was voiced by Rob Paulsen, who has done tons of voices: Antoine, Raphael (TMNT), Mighty Max, Pinky and Yakko, Pete Junior (Goof Troop), Fowlmouth (Tiny Toons), Air Raid (Transformers), Snow Job (G.I.Joe), Throttle (Biker Mice), Hard Drive (Swat Kats), Spike (Land Before Time), and Arthur (The Tick), among many others.

I have to admit...if it weren't for 80sCommercialVault posting a promo for this show in one of his compilation videos, I would never have remembered this.
