I don't know about totally restored, but my headlights are now cleaner and minty fresh. a wet toothbrush seemed to make the job easier and more effective. I tested two brands of toothpaste, wet and dry. wet Crest total health or whatever won. letting the lather sit for a couple minutes may have helped too.
You've gotten the best results on YouTube by just using toothpaste, maybe it's has to do with the intense buffing action you brought upon those headlights LoL, I'm gonna try this later on if the rain let's up...I'll try to imitate your method as best as I can, I might have to stretch out first...don't wanna cramp out and risk not getting the best results like yours

if you rub toothpaste between your fingers it should feel kind of gritty. so when you rub toothpaste on your headlights it is like using a really fine sandpaper to remove the oxidation and slight scratches in the headlight.

It does not need baking soda. Actually normal tooth paste with its Diatom paste(minute abrasives) works. Thanks for asking.
