Actually, it probably is, when the flow is separated the drag increases and turbulent flow separates later than laminar flow would. That's why golf balls have dimples, to make the flow turbulent.

@SlavaVB It depends on the Reynolds number. For a sphere there's a
range in R, where the drag is minimum (drag crisis regime)
