Unless Target asked him to stop filming, he didn't do anything wrong. He's not on her property, so she can't legally tell him to stop filming. That's my guess. You're in the wrong here. You need her WRITTEN consent to record her. When she told you to erase it you needed to do that. She would had call the cops and you would had been in more trouble.
