Yeah I thought that was a bad call too but the Packers won anyway so who cares. The refs called the same thing on the Kellen Winslow play against the Cards later in the year so at least they were consistent.

Unfortunately the video doesn't show feet but does show the vector in which Smoot smacks Franks thus explaining why many Packers fans and the NFL VP took the unusual step in admitting a bad (judgement) call. I enjoyed the game and cant wait for repeat Superbowl XXXI. My only tears were over the two-game Bears sweep.

A) It's nto a violation, it's judgement call. It isn't illegal to push someone out of bounds, just up to the ref to decide if he would have been in. So no, it's not a violation. B) This video doesn't show feet anywhere, which was my first point. Perhaps he was in, but you can't tell.
