It finally got painted, eh? I recall there being some irritation on UP's part that every time they sent it east to Erie to get painted, it always managed to end up working it's way back west on a train. Happened more than once.
The crossings in that area were the original test sites for crossing-mounted horns- designed to reduce noise for homes away from the tracks while still providing adequate volume at the crossing itself. So trains have been accompanied by that gravelly pseudo-horn in that part of town for several years now. ^_^
that horn sounds like crap (the xing bell)

Yeah, they aren't my favorite either. You'd think they could at least replace it with a K5LA recording or something that at least sounds nicer.
