I'm not sure if I am correct, but I think in the early days, that particular muppet was just a random blue monster who ate things. He was not known as Cookie Monster until a few years into the show. There's a funny clip around here somewhere of the first episode ever from 1969 where he eats the letter W as Kermit attempts to teach children.

First of all, this clip is from Season 3 (1971-1972) and to my knowledge, Cookie Monster was pretty much Cookie Monster at that point. He's had his personality since late into the first season.

Second of all, He doesn't just eat cookies. He eats anything and everything! That's been one of his trademarks even since the beginning of the show. If not cookies, he'll eat anything else that catches his eye and seems appetizing to him.

It would fit, but I think it would be a little harder to pull off, especially considering the many items Bert would have to hold up if he was in Cookie's place. Bert's a rod hand puppet and it's pretty diificult to get a hand-rodded puppet to lift so many items all in one take.

I think that's why Cookie Monster was chosen, to visually demonstrate with Ernie, instead of Bert. It was much easier to do because Cookie's a live-handed puppet
