You would never wait. If the ball is placed on the floor or dropped and there is no ruck formed over it or opposition(and for it to be a ruck there has to be at least one player from either side in contention OVER a ball..(the "player on the floor" has to get up or/and away)the ball is open.Even if there is opposition you can blow over them and pick and go. Play beyond the ball/ruck.

If you are tackled can you still place the ball and the opposition can step over if there is not another player there?
