Probably because when it was made it wasn't planned to be for Falz. It was just something that played near the end of Episode 1 chapter 12.

@Crimson0089 I think it's because the original final boss for Episode 1's tracks were by a different composer, Kenichi Tokoi. Dark Falz 1 has a newly composed track for AOTI (Fight the Vicious Fate) by the same composer of The Last Story and all the other IDOLA tracks (Hideaki Kobayashi) but it isn't given an IDOLA label either. Phantasy Star Portable 2's final boss tracks are by yet another guy (Kota Nakashima from Alfa System).
