I severely doubht that the Chinese authorities knowlingly consented to that act. I know I know perhaps the "party line" is that the Pro-Tibet activists were taken into custody for their own protection. Anyway 6 activist commiting a covert act in what looks the early morning gloom when no-one else is around is not the same thing as thousands of Pro-C.C.P protesters being given free reign in western cities often in the city centre as in Auckland NZ

Curiously, the sign was not taken down and she was allowed to keep playing.

Literally in their thousands in cities across the West in broad daylight often on major roads and on occasion taking over the city centres. Western authorites permitted these protests to happen and none of the protesters were detained.

The reality is that the U.S government like many Western governments allowed the pro China protests is because Western governments permit the freedom of protest within reason. For example on Youtube you can find an example of a University of California Professor holding a rally and proclaiming parts of Southern California and other parts of the U.S.A rightfully belong to Mexico. Likewise in New Zealand some Maori publicly state they are not New Zealanders

The Occupy Wall Street activists were arrested because it was a long term occupation of public space. As they were literally camping with tents, field kitchens and sleeping bags. They weren't simply protesting they were occupying public space long term. The simple fact is Western governments permit the public expression of opinion which is critical of government acts while the Chinese government does not. For example Michael Moore there is no Chinese equivalent
