Shes pretty much saying that when you do vibrato, try to do it slow at first and then while you move you fingers back and forth slow at first and then gradually get faster. Then when you are practicing this, DO NOT move (shake) your wrist when you do vibrato, you use your fingers.....and then practice this technique till you gget used to it

Im sorry if this didnt help, but thats what shes basically saying(i know some korean) and i know little from my sis who plays violin.

No, there should only BE a fine tuner on the e string, which is actually the hardest string to tune. You shouldn't need fine tuners on any other string, though a lot of people do (it lowers the quality of the sound and makes you look n00b)
