Yeah you evolve eevee at the icy rock near Snowpoint City

there is a rock on the road to Snowpoint city and one in enterna forest if you go near the one on the road snowpoint city with an eevee it will evolve into Glaceon and if you go near the one in enterna forest it will evolve into Leafeon

honestly, the only person i know who would open with a Garchomp against Candice would be my little brother, but my Garchomp does know Stone Edge. (Tips from a Pro!! Both Iron Tail and Stone edge are good moves for Garchomp Anti Ice Type.) Also Mamoswine is an awesome pokemon.
