It's actually rehabilitative. One of the extras on My Name Is Earl was a Mongel (sp?) gang member and made it to the front page of the L.A. Times when they put him (back) in prison.
It seems like their at a standoff---Allen is letting the interviewer run the track of the interview he wants to stay on track, and giving his tongue-in-cheek answers to make it more of a point. He's funny, incidentally.

@farleigh17 It's definitely not Peter - that's not his voice, and he's witty enough not to have been playing the straight man. Someone else mentioned that it's Barry Took (creator of Monty Python), and it does sound more like his voice.
