In 1938 the first ''concentration camps'' where built, not to gas the jew but they where used as deportation-centers(the jews were deported to Israel from there, but the Germans couldn't come to arrangement with Palastina to create a new state (Israel) So they had to do something with the camps so Adolf Eichmann came with the idea to kill or experiment with them. Hitler and Himmler were themselfs for deportation but there wasn't enough money for that.
