For some reason I can never bring myself to use orders. It makes me feel like I'm cheating, though I might just do it for this one since I want to learn more about Zaka quickly.

Only certain characters have it, and you have a small chance of it occurring once your movement gauge reaches 0 if they do (it doesn't chain, though; you can only get one a turn). Of course, with Awaken Potential, that chance is significantly increased, to the point of being about 50/50.
You can use welkin To blow up the makeshift bridge, with full upgrades it actually rather easy. then you can do it with single awaken potentional with a very high chance of sucess =p
Wow! That's insane dude! It never occurred to me to use Awaken potential. About that, do you know if there's a way to kinda predict when the old dude will teach you specific order?
Also, do you know what level the scouts have to be to the get the Double Movement potential?
According to GameFAQs, "...orders gained from the old man are random, and are determined at the start of each new chapter. If you refuse to learn an order from the old man for whatever reason, then he will not teach it to you again for a while."
The scouts have to be at least level 17 to get their fourth potential, so 17.
