I can't beat the goals the first time you start the campaign, i have got all them up but it wont say what i do next, any help?

why are you building so many engineering centers and many prefectures? you only need one of each for each area

@F9V to keep all the plebs employed until he finished building up all the pleb labor. then most likely he'd just get rid of all the prefects to transfer the labor over to the new things he would've built
