It was like that when I went too. I think they messed up the flow upstream somewhere. We've had a ton of rain, that water should be falling.

When I went yesterday, it was only a trickle, we climbed up the waterfall. It was beautiful all in all.

It's kind of behind the boulder field in the woods. There are a few paths the head downhill, follow those. The waterfall is part of a large stone creek bed. It's really impressive. When it's dry it looks like a natural street.
