It was more accurate the other way around--the Southern states had more representation and power in the House than they should have had due to the 3/5 Clause, which allowed them to count their "property" toward their populations. The South usually had the President and the Supreme Court on its side as well, up until Lincoln's election. On top of that, the big Southern planters who controlled the government (con't)
