@Messier83 There was a very large wildfire in the area and a strike team from LAFD was returning from refueling area and came across this accident so the whole strike team had to stop.
The Los Angeles Fire Department Strike Team had just left the fuel farm, as they were headed southbound on this street towards the Guiberson Fire Command Center they came upon this traffic accident.

those cops had it wrong all along trying to block intersections with their cars. they should use fire engines instead.
