A lot of animals have fur, they don't need to be bundled up like that. They were designed so that they don't need to be bundled up like that, babies are different.
There isn't a whole lot of room to move around when they are still in the womb. This very "snug" wrapping actually calms babies, helps with colic and makes them feel very secure.

I swaddle very similarly but at least take the hat off the baby!! They can't regulate their body temp so they can overheat very quickly!
