@MrJustinwelton the SMW Bowser is in Brutal Mario but it's hidden in the game and Bowser is much harder (the clown car spins around during the fight making Bowser harder to hit with the Mecha Koopas)

It's "Lunar Magic", a Super Mario World ROM editor. You use it to alter worlds in the original game and that's how rom hacks are made.
