If I was the cyclist, I would wait for my team car to come, as I think it would be impossible for the rider to ride to the end of the atge with 100km plus to go! I would sadly not make sure the dog was ok, as that is the owners fault, and of course the police should have been more aware of such things, this is the bigest cycling race in the World and this happens. The average speed of a bkie like that is around 30mph. The bike wheel broke becasue the strengthening in from a front point of view, not a side point of view. For instance, if the bike had hit the dog at the front, then the wheel would of been alright. Both of them were alright of course; I have seen many worse injuries and crashes than this.

Correct thory as to why the wheel folded. The rim is designed to handle enormous pressure laterally, but the rim is not designed to withstand loads from the side. Hope the pup was okay. I would almost say that this is partially the cyclist's fault. I really doubt the cyclist didn't see the dog at all--I'm not saying it's impossible though. Assuming he did see the dog, he could have maneuvered. It would seem that in his determination to not let the dog affect his course, he decided to not attempt to miss it, thus hitting the dog. If my assumptions are at least remotely correct, I say it was avoidable and consequently, the cyclist's fault.
