They serve the elite and the corporations. Perfect example the Chapter 11 Bankruptcy Code created by the banks and credit cards companies in 2005 and signed by Bush. It only serve the corporations and banks not the people.
Another example Medicare Part D, is just a program created by the pharmaceutical and insurance industry.
