If you have win 7 or Vista just right click on it select run as administrator then click yes and problem should be fixed

When I click browse and find the destination of the .exe using the keygen, it says the file is in use but winrar was not open, and I went to the "processes" tab in Task Manager to check, too.

Try This:

Reboot Your Computer And Don't Use WinRar till after you have done this above. Let me know if it works, if it don't I'll try my best to help you out :)
