I think he used unconscoius rapport, by matching a neurological state with the "victim" and while tranced in his walk he pace and leads him into falling. Quite simple expalnation actually, but not simple to do.

but i noticed that brook is wearing red and black clothes plus he approached the subject in a direct and offensive matter. he also persuded and kinda of chased him for a couple of seconds before going for the take down.
if you look closely you will notice that the subject notices that his been followed and starts walking faster.

It really does look like he pushes the guy at 2:55. Of course, the guy could be in on it, or some other simple explanation. Certainly is not "magic".
