Well it's been a while since i played the game. I don't really play it anymore so i'm unaware of any changes in the game. However when i did play it, whenever you zone out of town you are by yourself unless you're in an party you will have you party members with you, And no you don't have to party ever i soloed to max level on a couple of characters.
No, those people are very very rare.. never met one and i've had an account for around 2 years. As most of the zones are instances, you can choose to play with yourself ( along with NPCs of your choice, if you want to have some) or you can bring those friends you want to have with you. Can't be better, can it?
When i played there were only 2 expansions, i beleive back then it was 20 dollars each, now i'm not quite sure. But there is no monthly subscription which is always a plus.

No people follow you around and I havn't met dickheads like that in-game. Plus you can go solo too if you want to.
