The skydiving animation is triggered by jumping off ledges at specific locations. You can't just make the game let you skydive from anywhere, that's sadly not how it works.
At the moment, there doesn't seem to be a way to reach either places from this, sadly.

The statue will only activate if you can get into the skydiving animation somehow. I think that could be worth a try.
Getting over to te other side is obviously way too far.
