No steamboots on pebs is not a joke. Do to pebs low armor early game he needs survivability and after his ult he gets a greatly reduced attack speed so that helps him too. Also cycling through to agility makes great use of the bottle, and int helps with more regen because of low mana pool at early levels. Friendly advice
