Millions of people are using the jailbreak repo servers with the new update since everyone wants iOS 5 'cuz of SIRI. So Just wait a couple of hours and/or days until the jailbreakers have finished downloading things so that the internet traffic has gone down.

I can't currently access Big Boss Repo which has the preference loader. Thus any tweak that has a setting widget inside the Settings.APP needs that so you can't currently install any of those types of apps.
