The Spirit of The Most High manifests itself in ways that are according to the way that He sees fit according to our heart/spiritual condition. If we have grown in Grace and our love has been perfected by Him ,then yes, He comes as the Comforter. But read John 16 for starters about how the Spirit is sent out accordingly. Paul is referring to people who practice churchianity and play around with what they call 'the spirit' as if it were an unholy thing and just shows up to entertain them.
