I had the same problem.
What you have to do is open the online.exe from the actual folder itself I'm pretty sure and not use the one on the desktop.
After, you can send that online.exe to the desktop and replace the old one.
If that doesn't work, try opening the other exe's in your psobb folder. It should work eventually.
