You fire the fire wave spell on each of the dragon heads and they spurt out lava which you smelt the 3 dragon metal parts and with a fusion hammer bought from keldagrim you smith all the parts into a dragon platebody. ;)
I really doubt they created this forge only for the dragon pl8. They can release new items in the future that require the forge and the grandmaster quest to create.
you need 99 smithing, 3 fire wave cast ( each on metallic dragon statue ) and a blessed hammer from blast furnace. you also need the 3 pieces of the plate :]

Ever since legends quest was released we could smith dragon because the dragon sq shield must count since you actually need a smithing level :)
