This is definitely Ernesto "EJ" Viso at Magny-Cours 2007, in GP2. I was watching this race live. He was EXTREMELY lucky to hit that bit of scaffolding with the underside of his car, rather than cockpit first.
That looks like nevers magny-cours. It seems to be the back stretch between turns five and seven. I know that that has a bridge above it - one of my favourite tracks on F1 2006. And GP2 would race there.

Viso's Wikipedia says it's the 2007 French Grand Prix. Also says it's the same track where Campos had his fatal crash.
