I could of sworn his views on fema is that is a debacle and doesn't really work and how many people abused it that didn't even need it or weren't hurt by katrina used it... also how ineffective it is...he also says that government can help, but not just pass out money....before fema, what did people do?? churches, friends, family, and communities always helped people get back on their feet...thats not the role of the government...

@papitosabe You are right. And I agree with him I just misunderstood. Paul believes the government should take care of it's promises, including those promised help by FEMA, but he wants to try something different if elected. Which is what you said, our local communities helping us out.
