I'd bet its in Eastern Europe/Russia. The cars and trucks look like they're an assemblage of old communist vehicles and other European makes. Also, the apparent lack of traffic regulation via functioning traffic lights lets me think it ain't western/northern Europe.

I live right off one of the most dangerous intersections in America. Roosevelt Blvd & Red Lion Rd in Philadelphia. Its worse than this, there's multiple accidents daily and usually 1 fatality each day.

A slight time delay of 1-2 seconds between one direction turning red and the other turning green would help here. Also would help: occasional live police presence during crowded hours, to better train drivers not to run red lights; and posting signs saying "warning, high-accident intersection, do not run red lights!" Total cost: $5000. Or you can do what a lot of cities do, pay $10 million to a 'traffic-study' company, who will then recommend a $600 million overpass taking 10 years to build.
