The problem is there is no way to know if it was needless or not. The animals were scattering & it was getting dark. If the cops had allowed them to leave the area they would have been rolling the really big dice with the lives of unsuspecting people.

when they recover the animals could become twice as dangerous to any humans around them. protecting humanity is more a concern than that of the animals.

as they said, it's a total tragedy for the innocent animals.
