Generally this is a good Idea and when playing random you'll probably at least be able to predict what is NOT your opponents army, but I think there are some flaws in that scouting.
Especially when facing an USA doing that instantkill-BO (boxing in his dozer in front of his main supply) you won't be able to guess his army right and are probably going to lose.
What if he does Dackels BO and builds his rax right in front of his base? You could mistake it for a PP.
You probably will be able to tell. The fact that most usa's put their supply further away then any china or gla does, makes it an easy waypoint target.
Bout the dackel BO: A rax is 2x as large as a Power Plant, if you feel suspicious about which one it is, just check how big it is(Waypoint in a larger space)
It's never 100% proof, but it will give you a general idea of what your first unit etc. should be.
