Yes, but technically these high racers are running 650c which are slightly larger than a 26". Given the same width tires, the larger wheel will have less rolling resistance.
Depends on the type of riding. Big front wheels mean high feet and a more reclined position. It isn't the best for hilly terrain, but it's great for what they are doing in the video. For myself, I prefer 20/26, but I'm more of an all-purpose rider and tourer. Those guys are more advance than I :-)

26 inch front wheels handle rough pavement better. Also, raising the front end yields a more aerodynamic position.

Mine runs a 559mm bead, same as a 26" mountain bike wheel, but knife-blade narrow tires. I love it: it rides like a Barcalounger on wheels!
