@hasan1197 you need Strength. To get Strength, go to Iron Islands after you beat the Steel-Gym leader and talk to Riley. He will be dressed up in blue/blue hair and will have a Lucario.

HOW TO I GET HM 03

you get HM Surf from Celestion(or Celest) Town and fight Cyrus. When you beat that Galatic person, Cynthia's grandma will give you HM Surf. now Au Revoir and adventure the seas. ;]
