"Dutch courage" is the same as "liquid courage," referring to the invincibility felt by the intoxicated or addicts. It originally referred to gin drank by the Dutch during the Dutch War. "Chemicals and gin" in the song refers to alcoholism and drug addiction. Heavy stuff. Awesome song. But not about the Dutch as a people. So no "thumbs up if you're Dutch," unless you're an alcoholic.
