I had to check this in my copy of the Highway Code (the book all road users in the UK have to study and know. (And they're tested on it when they take their driving test.)
Motorists are not allowed to leave a vehicle on the white zigzags, not even for a moment. Nor may they overtake there. The zigzags appear by pedestrian crossings, and ensure no-one's view is obstructed. Thanks for your comment and thanks for watching!
