You can only use reconsiliation to get around a filibuster when trying to pass a BUDGETARY BILL...that is to say, pass a "dollar amount" to pay for a bill that had already passed. You cannot create a whole new bill with it. Please, learn parlimentry procedure before commenting.

And if they did that, no more filibuster...the GOP would always use reconsiliation when they get in power, and no dem wants that. The GOP would pass a bill outlawing the IRS!

To get reconsiliation, the commetee chairmen in the Senate have to agree to it...and no way they ever will agree to it, if it is intended to create a new program. Reason? Because it would render the filabuster useless. This means when the republicans take back power one day, they can do the same thing and pass anything they want. The liberal senators dont want to have to live by it when republicans get in power. Now do you see?

No...u are wrong....budget reconciliation is used so that you can make fixes to an existing / previously created program. Therefore, u CANNOT create a program through budget reconcilation...but only after it is created. I.E., pass the bill through the house but then you fix the bill through reconciliation such as reducing cuts in medicare.
