Could somebody please explain the Notting Hill reference ? What sort of place is it ? What does he mean that "phonies" live there ?

Lots of nice big terrace houses, mostly divided into flats. A large part of Notting Hill became a choice area for West Indian immigrants during the 50's. The annual Notting Hill Carnival came as a result of the immigrant population. There was much racial tension in the 1950's. White males initiated rioting in 1958.

Since the property boom and PR from the film "Notting Hill", the area has gone progressively "up market". As a result, it has lost a lot of its character and the cost of living there has roofed.
