English can be spoken fast, but given the sound-set of the language, the faster you go the less enunciation you have. Of course, such an effect occurs in all languages, but on a much less scale in most of the Asian languages. Mind you, I'm talking about natural speakers, not people who are studying the language or trying to mimic without training. I'm also pretty sure a lot of it is just cultural as well, but it still remains that most Latin derived languages are even paced conversationally.

Listen to the daily communications of both sets of languages. On average, the Asian languages are spoken at in incredibly high-rate (notably Korean and Cantonese). The only real exception to this, for some reason, is Japanese which, while it is phonetically possible and plausible given the syllables and consonants used in the spoken word for average conversational speech to be much faster, they tend to follow a more mellow, flow of speech.

He's definitely incredibly fast... but it's a hard call. Korean is over-all a faster spoken language than English and many of the Latin derivatives. Many Asian languages are the same. Really for something like that to be on Guinness they'd need to make it's own category.
