A dim and flickering (at a fast regular rate) CFL is most likely due to a bad electrolytic capacitor, resulting in no filtering of the rectified AC (as well as the high frequency switching, resulting in excessive RFI), causing it to flicker at or twice the power line frequency (depending on the circuit). I had this happen too - and the CFL "exploded" a few days later (a loud pop and some smoke came out when the bad capacitor shorted, there was also no fuse so the RFI inductor burned up).
I would say that the IR Receiver frequency and the Light Bulb frequency are very close in their wave lengths. IR is merely a wavelength. The flashing bulb is shooting a wave length the IR Receiver recognizes and it causes it to activate. I would bet that if you could control's the Wave length of the Light Bulb you could use it to control your T.V. menu... if you were REALLY REALLY GOOD AT IT. lol
did you try to completely block it? does it still flicker? if so it doesn't seem like it's emitting anything. Also the camera should of picked up an extra flickering brightness (maybe that's a guess) that would be the infrared. My guess is that you have a electrical noise when you turn on the lights. Might want to check the wiring, I think there is a tester for it also. But I heard it can damage computers and other devices.

A) an IR signal at the sides of the spectrum, not detectable by standard IR cameras (they don't neccessarily cover the enitre IR range). The light bulb emits some IR, even though very narrow. B) Electromagnetic noise emitted by the 'driver' electronics integrated in the lamp. Maybe your remote sensor is radio controlled ?(bluetooth included)
on a serious note, I have had strange things happen to my digital TV signal when my CPU is doing certain procedures in my pc, only thing I can think of is the ELF signature starts getting to similar and interference occurs.
stranger things have happened in my life so I wont discount that theory.
Most IR receivers have an IR filter so only IR get in i.e to stop this sort of thing happening. But there is not any trace of IR coming from the light?

yes it stopped but i knew it would anyway. Before changing the bulb I could turn it on or off to make the problem appear or disapear. The flickering IR receiver was directly related to that damaged bulb, no doubt about that.
Just the bulb triggereing my IR receiever was the strange thing because there is no IR coming out of the light. It is something else
@cjellwood I once disconnected my sky box from my TV altogether, but i still got a signal, don't have a clue how it happened, but when i reconnected it and disconnected it, it never did it again. :S

Interference beats between the two 10k bulbs is probably creating a pattern that looks like 40khz carrier freq.

It's possible that the ultraviolet light emitted from the failing CFL
Is interfering with the sensor on the monitor.

I have the same problem. IR Reciever on windows media center. Only one does this but it does stop if i stand in front of it. Spooky

That could be due to radio frequency interference (AKA RFI or QRM) from that lamp.

Nothing to do with bulbs what so ever, use ordinary bulbs and you'll find the same thing happens, my samsung tv does this quite often.
