This was done as a tribute to the team's quarterbacks coach, Doug Scovil, who died on December 9, 1989.

@txdemon666 Actually when Jerome died in the off season, they kept his locker as he left it and enclosed in plexiglass for the entire next season. The entire team wore a black circle with a 99 in it on their uniforms. And they retired his jersey during the season.
