Apart from a great desaster, all nations need a structured protocol for entry. If entry is by the wrong way---its wrong!

Maybe geography and history would help as well. Why not? Basically because we border a spanish speaking country...pretty obvious call there. You think people in Europe don't bother to learn the languages of their neighbors? History: a sizable portion of America was under spanish rule until the mid 1800's. Thus many of the native families who were americans before we, speak spanish as a first language.
