Dr Phil is not a scammer because people voluntarily go to his show and buy his stuff. Plus he doesn't impersonate someone else. What he does is legal marketing, not always cute and pretty as someone might dream of, but legal.

Impersonating someone else, asking for money and not delivering what was asked for that is scamming.

I know they work because people have called other people on their cell phones from airlines. Like the 9/11 airplanes, a lot of people on flight there used their cellphones to call and say good bye. And they're on their own private plane, the rules are different there. At a certain point you can have electronic devices on. Definately not during take off and landing.
